Introduction of Ministry of National Defence Bill “Regulation of medical matters of the Armed Forces and other provisions” in the Hellenic Parliament

On Holy Tuesday, 15 April 2025, the Bill of the Ministry of National Defence was introduced in the Hellenic Parliament, under the title “Regulation of medical matters of the Armed Forces and other provisions”.

The goal of the Bill, as described in Article 1, is:

a) the improvement of the provided medical, dental, and pharmaceutical treatment of the members of the Armed and Security Forces, through the increase of the staffing of medical units;

b) the improvement of the quality of medical services provided to the members of the Armed and Security Forces, with emphasis on vulnerable groups;

c) the provision of certified first aid services and pre-hospital care by military medical units, during both the everyday operation of military units and the conduct of military operations;

d) resources savings through the rationalisation of the pricing of medical services and the acceleration of the payment procedure for medical treatment costs;

e) ensuring the financial independence of the military hospitals, as well as the establishment of a quality evaluation procedure for healthcare services provided, on the basis of relevant indexes;

f) the provision of facilitations to the members of the Armed and Security Forces, at the medical units of the Armed Forces, such as the conduct of cardio-surgical and vascular surgical medical procedures free of charge, the prescription by civilian doctors, and the establishment of access to private diagnostic centres;

g) the equal treatment of the members of the Armed Forces with the beneficiaries of the National Organisation for Health Care Services in terms of co-payments for medical treatment and the simplification of the audit, approval and payment procedures for medical treatment costs; and

h) the effective use of the professional experience of the Armed Forces personnel who hold academic titles in the field of the provision of academic training.

It is pointed out that article 74 of the Bill provides that the military personnel of the Armed Forces, the police personnel of the Hellenic Police, the fire service personnel of the Fire Service, and the personnel of the Port Police – Hellenic Coast Guard are provided with an identity card.

Also, the enlisted in the Armed Forces, the Hellenic Police, the Fire Service, and the Port Police – Hellenic Coast Guard, will not submit their identity card to their enlistment authorities.

The above personnel continue to be provided with a special identity card, exclusively for service use.
